Visas for Life: The Remarkable Story of Chiune and Yukiko Sugihara

Chiune Sugihara (sixth from left) poses with the staff of the European section of the Japanese foreign ministry, 1937. Chiune was a rising star in the foreign service. He was the most accomplished Russian speaker in the Japanese government.

He negotiated the Japanese purchase of the Northern Manchurian railroad, which cost the Russian government millions of dollars in lost profits. As a result, the Russian government objected to his posting in Russia and he was instead posted to Helsinki, Finland in 1938.
