He was the most accomplished Russian speaker in the Japanese government.He negotiated the Japanese purchase of the Northern Manchurian railroad, which cost the Russian government millions of dollars in lost profits. As a result, the Russian government objected to his posting in Russia and he was instead posted to Helsinki, Finland in 1938.
